Pathways to Work Condemned

 The House of Commons Committee of Public Accounts has released a damning report about supporting incapacity benefit claimants into work through Pathways to Work.  

There are quite a few comments that bear looking at in relation to the Work Programme.

  • DWP being encouraged to challenge bids from providers where there are grounds to suspect performance projections are over-optimistic.
  • The need too maintain a balance between public, private and voluntary providers to ensure adequate opportunity to compare performance and value for money.
  • The need for DWP to collect data so that it understands the costs and benefits of the different types of support which should be used to design and test the contracting model for Work Programme.
  • DWP lack information to understand the supply chain for employment support.  Merlin is welcomed but the Committee have requested DWP assess its effectiveness in ensuring risks and benefits are distributed fairly throughout the supply chain and report back to the Committee by the end of 2010.

As usual though this information is probably too late to have a substantial impact on the Work Programme, which is quite a concern from a funding point of view.
